Jim Meyers is known as a customer-focused professional and visionary leader who is committed to the success of the community and employees he serves. Leveraging his 30+ years of business and telecom achievements as a proud USAF veteran, he thrives in navigating complex challenges to ensure the best possible service. During his career, he has helped build many first-class communications networks along with the finely tuned and highly skilled teams that run them. Along with his many years of leadership experience, Jim has a business degree and MBA from Boise State University.

Jim’s accomplishments come from more than just business savvy: using his excellent communications skills, he teaches and inspires staff with lessons gained across his comprehensive career, resulting in a reputation as a patient, empathetic, and caring guide for diverse teams. Through PVT, Jim continues to advance his personal goals of supporting communities and maintaining satisfied customers. He is regularly recognized as a thought leader, providing crucial guidance to multiple industry boards and through State and Federal advocation. By balancing state-of-the-art technology and strategic alignment with a deeply engaged and collaborative workforce, he enables PVT to remain the area’s best telecommunications provider.

In his free time, he enjoys spending time with family, outdoor recreation, reading, and trying to satisfy his insatiable curiosity. Jim has an affinity for pets and aspires to be as good a person as his dog thinks he is.

Eugene is an accomplished executive with extensive experience in telecom operations, sales and marketing, finance, and system development within cooperatives and Tier 2 & 3 broadband service companies. Over the years, he has established himself as a trusted industry expert in billing systems and BSS/OSS (Business Support Systems/Operational Support Systems), helping broadband providers streamline operations and enhance customer experiences.

Known for his innovative, results-driven leadership, Eugene brings decades of knowledge and insight into rural telecommunications. His dedication to the industry is rooted in his Midwestern farm family values, where cooperatives played a vital role in delivering essential services to the community. He is passionate about leveraging technology to strengthen rural connectivity and improve quality of life for the communities PVT serves.

Eugene’s expertise and commitment to excellence position him as a key leader at PVT, where he drives forward-thinking strategies that ensure seamless, high-quality services to improve the quality of life for the communities we serve.

MITCH HIBBARD
MITCH HIBBARDChief Strategy & External Affairs Officer
Mitch Hibbard brings more than 25 years of experience in the telecommunications industry, along with a longstanding commitment to the communities PVT serves. Known for his collaborative leadership style, Mitch has played a key role in guiding the Cooperative through significant growth, network expansion, and technological change.
In his role as Chief Strategy & External Affairs Officer, Mitch focuses on advancing PVT’s long-term strategic priorities while strengthening relationships at the local, state, and federal levels in the communities he calls home. He works closely with leadership and external partners to support funding initiatives, drive community engagement, and ensure alignment with the Cooperative’s mission and future goals.
Throughout his career, Mitch has been instrumental in major infrastructure and funding efforts, including leading the development and successful award of multiple USDA ReConnect and state broadband applications. These initiatives are helping expand gigabit-capable broadband internet to the majority of PVT’s service area.
Mitch is also a strong advocate for broadband accessibility and affordability. His efforts helped support legislation like New Mexico’s Senate Bill 152, aimed at bringing relief to rural families facing the cost of internet service. (Read more about that work here: pvt.com/community.)
In addition to his strategic and external responsibilities, Mitch serves as a trusted advisor to the executive team, helping preserve and carry forward the relationships, insight, and institutional knowledge built over decades of service.

It all started in 1905 with a simple dream—a dream to connect the rural residents of Hope, New Mexico, to the rest of the world. A.W. Board’s Hope telephone system was a humble beginning, with wires strung along ranchers’ fence posts and a switchboard located in the living room of a local family. Back then, “Central” wasn’t just a place to make a call; it was a hub for the community, a lifeline for neighbors, and the backdrop to countless stories of perseverance and togetherness.

That spirit of connection took root, and in 1949, 75 forward-thinking individuals formed the Peñasco Valley Telephone Cooperative to expand access to reliable communication in rural New Mexico. With the help of a Rural Electrification Administration loan, they made their vision a reality by building out telephone service to remote ranches, farms, and communities that larger providers ignored.

The decades that followed saw incredible transformations. From party lines to direct dialing, from wires to fiber-optic cables, and from local calls to global connections, PVT has been at the forefront of technological innovation. But no matter how much we’ve grown, our heart has always stayed the same—rooted in the communities we serve.

Today, PVT is proud to provide state-of-the-art communication services across 4,929 square miles of Southeastern New Mexico. We’ve come a long way from wires on fence posts, but our mission remains unchanged: to improve the quality of life for our neighbors by keeping them connected to what matters most. That same cooperative spirit drives us as we bring high-speed fiber internet to these same areas through programs like USDA ReConnect and other awards that ensure no one in our community gets left behind in the digital age.
