Bring Your Project to Life with a FRS and PVT Community Grant

Penasco Valley Telephone Cooperative (PVT) partners with the Foundation for Rural Service (FRS) to support local organizations doing meaningful work in our communities. Through the FRS Community Grant Program, eligible organizations can apply for funding up to $5,000 to bring their project to life.
As your NTCA member partner, PVT collects and reviews applications before submitting them to FRS on your behalf.

Together, we can support projects that make a lasting impact across Southeast New Mexico.

How to Apply

Step 1 — Confirm Your NTCA Partner

If you heard about this grant from PVT, you’re in the right place. PVT is your NTCA member partner and will submit your application to FRS.

Step 2 — Review the Application Requirements

Before you begin, make sure you have the information needed to complete your application. This includes details about your organization, your project, and how it will benefit the community.

Step 3 — Submit Your Application to PVT by August 16

Complete the form below and submit all required materials before the August 16, 2026 deadline. PVT will review your application and submit it to FRS for consideration.
Applications must be submitted through PVT to be eligible.

What Makes a Strong Application

FRS gives priority to projects that:

  • Can be completed with $5,000 or have at least 75% of funding secured
  • Leverage technology or broadband in meaningful ways
  • Create long-term impact for the community
  • Encourage community participation
  • Support sustainable rural development

Ineligible Projects

The following projects will not be considered:

  • Individuals or for-profit businesses
  • Overhead expenses (rent, salaries, utilities)
  • Scholarships or pass-through funding
  • Events, travel, or conferences
  • Political, lobbying, or religious programs
  • Infrastructure or building campaigns
  • Security cameras, vehicles, or digital signage
  • Debt repayment or loan programs

Grant Categories

Applications must fall into one of the following:

  • Business & Economic Development
  • Education & Workforce
  • Health & Well-being
  • Public Service & First Responders

Example of a Funded Project

Center for Environmental Health Monitoring and Management (Carlsbad, NM)
Awarded $5,000 to support cleanup efforts and community education on illegal dumping in Southeast New Mexico.
